The short answer for Virginia

Virginia entities are registered with the State Corporation Commission rather than a Secretary of State.

If you haul federally regulated property for compensation in interstate commerce, the federal registration stack generally includes a USDOT number, operating authority, BOC-3 process-agent designation, accepted insurance filing, and UCR. State accounts are separate.

Interstate or intrastate?
