UCR Registration: Who Pays, How Much, and the Deadline That Bites
UCR costs $46 for a one-truck carrier and is the single most commonly forgotten annual renewal in trucking.

Unified Carrier Registration is a state-administered program that collects an annual fee from interstate operators to fund safety enforcement. It is not a permit, it is not insurance, and it does not give you authority. It is a fee — and running without it gets you a citation at a scale house.
Who has to register
- Motor carriers operating commercial vehicles in interstate commerce
- Private carriers hauling their own property across state lines
- Freight brokers, freight forwarders, and leasing companies
- Carriers based in Canada or Mexico operating into the United States
Exclusively intrastate carriers are exempt, but note that "I only run in Texas" plus one Oklahoma delivery a year is interstate commerce. So is hauling freight that originated out of state, even if your leg never crosses a line.

How to file UCR

Go to the official UCR national registration site
Search for the official Unified Carrier Registration plan site. Avoid sponsored ads — many are resellers charging two to five times the fee.

Look up your USDOT number
Your carrier record and fleet size prefill from your MCS-150. Correct the power unit count if it is wrong.

Select the registration year
Registration for the next year opens in the fall. If you are launching mid-year, you register for the current year immediately.

Pay and save the receipt
There is no decal or credential. Enforcement checks the database, but keep the receipt in the cab and in your compliance folder.
The deadline that bites
UCR is due before January 1 of each registration year, and enforcement begins immediately in most participating states. New carriers who launched in October frequently pay for the current year, then get cited in February because they never registered for the new year. Put it on a calendar with a November reminder, every year, forever.
